Atal Bandhkam Kamgar Awas Yojana (Rural) 2024

Construction worker subsidy up to Rs 2 lakh is provided to a construction worker registered under Atal bandhkam Kamgar Awas Yojana (Rural) for construction of his rightful house or renovation/repair of house.

  • 1,50,000/- through Atal Prakshawar Kamgar Awas Yojana (Rural) Board for constructing a new house on their own land or converting an existing crude house into a solid house in rural areas registered (Active) by Maharashtra Building and Other Construction Workers Welfare Board. Financial assistance is provided.
  • Expenditure incurred on land purchased by the beneficiary and other incidentals are reimbursed under the bandhkam Karma Gharkul Yojana.
  • The state’s Building and Other Construction Workers Welfare Board has approved reimbursement of expenses related to the purchase of land and/or the incidental costs of finishing building their house, once the beneficiary presents their completion certificate from the Atal Bandhkam Kamgar Awas Yojana (Rural) part A. Financial assistance will be given as a result of a reimbursement grant for the beneficiary after they have completed building their house. Approval is for financial assistance not to exceed Rs. 50,000. This financial assistance will be deposited in a direct bank savings account of the beneficiary. 
  • Atal bandhkam Kamgar Awas Yojana (Rural) is also known as Atal Gharkul Yojana

Format of Scheme:

  • The format of sanctioned permanent construction workers housing scheme (Rural) for registered (active) construction workers in rural areas among registered (active) construction workers with Maharashtra Building and Other Construction Workers Welfare Board is as follows.
  • The Maharashtra Building and Other Construction Workers Welfare Board will provide a subsidy of 1.50 lakh to the registered (active) construction workers in rural areas for constructing a new house in their names/spouse’s name or for converting an existing crude house into a concrete house. 
  • Rs 18,000/- admissible on the lines of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) and Rs 12,000/- admissible for construction of toilets through Swachh Bharat Abhiyan, a total subsidy of Rs 30,000/- is included in the 1.50 lakhs, so no double benefit of the respective schemes will be payable. 

Eligibility criteria for Atal Bandhkam Kamgar Awas Yojana (Rural):

  • Construction workers duly registered with the Maharashtra Building and Other Construction Workers Welfare Board (Active) construction workers who have completed the construction of a house, and submitted proof of completion of house construction, have utilized the Atal Bandhkam Kamgar Awas Yojana (Rural) will be eligible to receive financial assistance from the Maharashtra Building and Other Construction Workers Welfare Board. 

Area of ​​the house under Maharashtra Atal Bandhkam Kamgar Awas Yojana (Rural):

  • Eligible construction workers under Atal bandhkam Kamgar Awas Yojana (Rural) have at least 269 sq. It is necessary to construct a house with a carpet area of For that Rs. 1.50 lakhs subsidy will remain payable. But the beneficiary will be allowed to construct more area at his own cost.

Structure of House under Atal Bandhkam Kamgar Awas Yojana (Rural):

  • The structure of the house under Atal Construction Worker Awas Yojana (Rural) for construction workers registered (active) with the Maharashtra Building and Other Construction Workers Welfare Board (active) in rural areas is as follows.
  • The entire construction should be of bricks, sand and cement. The house should include a kitchen and a meeting hall. Construction of toilets and bathrooms will be mandatory.
  • The height of the house from the plow should be at least 10 feet.
  • As per the local requirements, strong iron or cement sheets or kaulas may be used for roofing.
  • The logo of the board must be affixed on the facade of the house.

Beneficiary Eligibility under Atal bandhkam Kamgar Awas Yojana (Rural):

  • The benefit of Atal bandhkam Kamgar Awas Yojana (Rural) for construction workers registered (active) with the Maharashtra Building and Other Construction Workers Welfare Board (active) in rural areas is per family and the eligibility to avail it is as follows
  • A construction worker should be registered (active) to avail the scheme, however, at the time of application, he should be registered as a construction worker with the Maharashtra Building and Other Construction Workers Welfare Board for more than one consecutive year.
  • Registered (Active) construction workers should not own a concrete (cement, sand) house in Maharashtra state in their own/spouse’s name. It will be necessary to submit a self-declaration / affidavit of such content.
  • In the record, the construction worker should have own land in his/her own name/spouse/spouse’s name to build a concrete house or can build the house in the place where there is an own kucha house.
  • The construction workers should not have availed any other housing schemes of the Govt. Should not have availed of admissible financial assistance/subsidy for repayment of interest on home loan payable by the Board. In this regard, they will be required to submit a self-declaration / affidavit.
  • The benefit of Atal Praksha Mangar Awas Yojana (Rural) is per family.
  • PS: Construction workers will not be eligible for the benefits of this scheme once they have availed the benefits.
  • A registered (active) construction worker should not be included in the permanent waiting list (PWL) of Pradhan Mantri Awas Yojana Gramin.
  • Conditions under Atal Praksha Mangar Awas Yojana (Rural):
  • Beneficiary must own land under Atal Praksha Mangar Awas Yojana (Rural).

Documents required:

  • Maharashtra Building and Other Construction Workers Welfare Board registered (active) construction workers in rural areas for availing Atal bandhkam Kamgar Awas Yojana ((Rural)) are required to submit the following documents along with the prescribed application:
  • Copy of identity card issued by Competent Authority as construction worker on record
  • Aadhaar Card
  • 7/12 Extract/Property Registration Certificate/Extract from Property Register in Gram Panchayat
  • Photocopy of the passbook of the savings account operated by the beneficiary in his own name
  • Letter from competent authority/attested list regarding eligibility under Pradhan Mantri Awas Yojana

How to Apply

  • Registered (active) construction workers should first apply to the District Executive Officer/Deputy District Executive Officer, Maharashtra Building and Other Construction Workers Welfare Board in the form prescribed by the Board.
  • After scrutinizing the application received from the construction worker, the eligibility of the applicant and the documents submitted along with the application will be checked by the District Level Beneficiary Selection Committee, and the eligible construction worker will be selected as the beneficiary in the Atal Praksha Mangar Awas Yojana (Rural).
  • The Deputy District Executive Officer, Maharashtra Building and Other Construction Workers Welfare Board and Member Secretary Control Committee will prepare a taluka wise list of construction workers who have qualified and approved under the scrutiny of the Control Committee. The said list will be submitted by the Secretary and Chief Executive Officer, Maharashtra Building and Other Construction Workers Welfare Board and a copy will be made available to the Chief Executive Officer, Zilla Parishad and Chairman, District Rural Development Mechanism and Project Director, District Rural Development Mechanism.
  • The Secretary and Chief Executive Officer, Maharashtra Building and Other Construction Workers Welfare Board will distribute funds under the Directorate of Rural Development Department, State Management Cell, Rural Housing Development Department, Navi Mumbai for housing construction of eligible construction workers.
  • As per the progress of the construction of the house, the grant will be released to the account of the construction workers through the Public Financial Management System (PFMS) after ensuring the completion of the construction as determined by the Director, State Management Cell.
  • An amount of 4% of the grant made available under the scheme shall be payable to the State Management Cell – Rural Housing Office for administrative expenses.
